The origin of the resources of the Fund is the accumulation of surplus generated by the difference between revenues and radioactive waste management expenses. This surplus is due to the time lag that exists between the moment in which the revenues are generated and that in which the costs are incurred, these mainly being concentrated in the future.
The Fund is used to finance the on-going investments and activities involved in radioactive waste management, while the surplus constitutes the Transitory Financial Investments Portfolio, which is ultimately used, along with the financial yield generated, to cover the future costs of radioactive waste management, thus guaranteeing that the generations of the future will not have to bear the burden of costs generated in the past.
