Finaliza el workshop internacional sobre Almacenamiento Geológico Profundo organizado por Enresa y el Consejo de Seguridad Nuclear

Enresa y el Consejo de Seguridad Nuclear organizaron, del 14 al 16 de noviembre un workshop internacional sobre Almacenamiento Geológico Profundo (AGP) para residuos radiactivos de alta actividad.

El encuentro reunió en la Escuela Técnica Superior de Ingenieros Industriales de la Universidad Politécnica de Madrid a cerca de 200 personas, expertos nacionales e internacionales. El objetivo del workshop era doble: por un lado, revisar la situación actual en España y el estado de desarrollo en el ámbito europeo de los almacenamientos geológicos y, por otro lado, servir de foro para el debate técnico y la participación social en torno a las opciones para adoptar una solución definitiva. En la sesión de clausura del seminario, el presidente de Enresa, José Luis Navarro subrayó la importancia del encuentro y sus “valiosísimas aportaciones” para impulsar el desarrollo del AGP en España apoyándose en el conocimiento, las experiencias internacionales y la sensibilización de la sociedad. En la misma línea se expresó la consejera del Consejo de Seguridad Nuclear, Pilar Lucio quien destacó la “confianza” como una de las palabras claves del evento, ya que es la base para ponerse a trabajar en la consecución de una instalación de este tipo, algo en lo que coincidió el subdirector de Energía Nuclear del Ministerio para la Transición Ecológica y el Reto Demográfico, José Manuel Redondo apuntando que la confianza ha de estar presente para lograr bases muy sólidas tanto técnicas como sociopolíticas.

Tanto en el vigente 6º Plan General de Residuos Radiactivos (PGRR) como en las sucesivas versiones del 7º PGRR, que se encuentra en tramitación y cuya aprobación se espera en 2023, se contempla el almacenamiento definitivo del CG y los RAA en un AGP, que es la solución considerada más favorable y segura por la comunidad técnica internacional. En esencia, esta solución consiste en el almacenamiento en instalaciones de ingeniería subterráneas en formaciones geológicas muy estables y el aislamiento mediante la interposición de barreras, a profundidades alrededor de los 500 metros.

Hoy en día, existen programas de AGP muy avanzados en varios países, alguno de los cuales compartirán sus experiencias en el Workshop, que han facilitado la participación social y han definido los marcos reguladores de los procesos. Entre estos países, cabe destacar Finlandia, cuyo AGP, actualmente en construcción, podría entrar en operación en 2025, y Suecia y Francia, ambos en fase de solicitud de autorización de construcción, con previsiones de puesta en marcha hacia 2035. Otros países como Alemania, Canadá, Reino Unido o Suiza están en distintos estadios del proceso de selección de emplazamientos.

Durante los tres días del evento, además de analizar las experiencias internacionales en selección de emplazamientos, se han profundizado en la legislación y el desarrollo normativo del marco regulador español y en actividades de I+D relacionadas con esta instalación. Otros puntos de interés han sido los desarrollos técnicos que se han realizado dentro del programa nacional, así como la información y participación pública necesaria para poner en marcha una instalación de este tipo.

Al CSN, como único organismo competente en España en materia de seguridad nuclear y protección radiológica, le corresponde, junto al MITECO, la regulación del proceso desde su inicio, así como, en su momento, informar previamente y con carácter vinculante, las solicitudes de las autorizaciones del AGP que presente Enresa, como responsable del servicio público esencial de gestión de los residuos radiactivos y desmantelamiento de las instalaciones nucleares.
